| 摘 要： | 通过对小水电建设资金运行机制分析，揭示了小水电发展的历史、投资政策的形成、资金来源和运用结构。进一步表明了小水电开发是水利基础设施建设的重要内容。对合理配置小水电资金，拓宽资金渠道，加快开发我国的小水电资源，特别是西部地区丰富的小水电资源，具有重要的现实意义和深远的历史意义。

| Abstract: | The paper reveals the history, formation of investment policy, sources of fund, and management structure of small_hydropower (herein after referred to as SHP) by analyzing the operation institution of SHP. The results furthermore demonstrate that SHP development has played an important role in the infrastructure construction of water conservancy, and SHP has a realistic and historic significance for the proper allocation of SHP fund, expansion of SHP financing channel, and accelerating the development of SHP resources in China, especially in the western areas of China where have abundant hydropower resources. |
