| 摘 要： | 介绍了目前全球烟叶发展情况与美国烟叶流通体制的新特点，分析了美国烟叶流通体制新特点对我国烟叶产业的启示，在此基础上提出改良我国烟叶产业发展的意见，即：由计划种植变为市场调节，实现烟叶种植结构的调整，国家应重点加强烟叶产、购、销方面的管理，使烟叶的生产与销售能按市场规律合理运行。

| Abstract: | The paper introduces the development status of global tobacco and the new characteristics of American tobacco circulation system,then analyzes the enlightenment of those new characteristics to China tobacco industry,based on which the paper further proposes the suggestions about improving the development of our tobacco industry,such as,changing the planned planting into market regulated planting,regulating the planting structure of tobacco,focusing on the management of tobacco production,purchase and sale,making sure the rational production and sales of tobacco according to market laws. |
