| 摘 要： | 甘肃省礼县是典型的欠发达地区山区县,县域社会经济发展面临着许多突出问题,而这些问题主要是由于大量农村剩余劳动力滞留于农村而引起的。只有通过农村剩余劳动力的转移,才能减轻农村人口资源环境的压力,增加农民收入,从而从根本上解决这些问题。分析认为,现阶段农村劳动力主要采取劳务输出的方式向大中城市转移,但是劳动力转移的最终去向应是县域中小城镇。

| Abstract: | Lixian County of Gansu Province is one of the typical less developed mountainous counties.Its socio-economic development is faced with many serious problems.They are mainly caused by a large number of rural surplus labor forces who stay in the countryside.Only through transferring rural surplus labor,can we reduce the pressures from population,resources and environment and increase the peasants' income,thus fundamentally solve these problems.However,where and how to transfer these people will promote the society and economy of sustainable development.Based on the analysis of that,at this stage,rural laborers should be transferred to large and medium-sized cities by means of labor exporting.But the ultimate destination is to the small and medium-sized towns in the county. |
