| 摘 要： | 土地托管是市场经济条件下在土地制度改革进程中产生的一种新模式。规模化的土地托管有利于实现土地的集约化经营，有利于农业机械化及现代化进程的推进，符合中央制定的土地政策。本研究以南阳市土地托管工作开展情况为例，系统总结了其创新做法，分析了南阳市在开展土地托管过程中遇到的各种问题，并提出了通过加强宣传引导、发展农业保险、强化政策扶持、有效管控风险、积极稳妥推进农村土地托管等针对性的对策和意见建议，为新形势下中国农村地区开展土地托管提供了参考。

| Abstract: | Land trusteeship is a new mode in the process of land system reform under market economy.The large-scale land trusteeship is helpful to realize the land intensive management,facilitate the process of agricultural mechanization and modernization,and conform to the land policy formulated by the central government.This paper takes the land trusteeship in Nanyang City as an example,summarizes innovative practices and analyzes problems in the process.In addition,this paper presents corresponding countermeasures,including enhancing promotion and guidance,developing agriculture insurance,strengthening policy support and controlling risks effectively,thus to provide references for the implementation of land trusteeship under the new situation in rural areas in China. |
