| 摘 要： | 文章以湖北省恩施州农科院为例,论述了地市级农科院所如何提高自主创新能力,及其对发展特色农业的科技支撑作用,分析了进一步发挥科技支撑作用所存在的经费紧缺、负担沉重、人才队伍后劲不足等问题,并从着力科技创新、成果转化、人才队伍建设、机制创新、科技服务、长效保障等6个方面提出了主要发展措施。

| Abstract: | Taking Enshi Academy of Agricultural Sciences in Hubei Province as a case, how do municipal academy of agricultural sciences improving independent innovation capability and supplying scientific and technical support to the development of characteristics agriculture was discussed in the paper. Problems for further playing technology support role were analyzed, which include shortage of funds, heavy burden and lack of backup personnel. Main measures were proposed from six aspects, i.e., strengthening technological innovation, achievements transformation, construction of teamwork, innovating mechanism, technology services, and long-lasting security, etc. |
