基于分布式的湖南省林权证管理信息系统的设计与实现

摘    要:通过分析湖南省林权管理的现状和需求,结合组件式地理信息系统开发技术,基于.NET开发平台,以ArcGIS Engine9.3组件为开发工具,ArcSDE为空间数据引擎,Oracle为后台数据库,采用嵌入式集成方式,开发出基于GIS的湖南省林权证管理信息系统。讨论了系统的林权业务功能、数据库设计、动态报表等关键技术问题,解决了系统并发能力不强、数据兼容性不够、开发及部署复杂等问题。实现了林权数据质检、林权证初始登记、小班附图自动生成、动态报表输出和多用户同时在线图形编辑等功能。系统已达到了预期目标,实现了林权信息的管理,为各级林业主管部门提供实时的准确数据,支持基层数据处理、中层管理控制和高层分析决策,全面提升湖南省林权管理和服务水平。

Abstract:Through the analysis on the status and requirements of forestry management in Hunan Province, China, this study designed and completed a geographic information system about forestry management, which was based on the ArcGIS Engine9.3 as the development component, ArcSDE as spatial database engine, and Oracle as the background database. Some key issues of system establishment were also considered such as service function, geodatabase design, dynamic report techniques etc. Some complicated problems with the system were addressed such as concurrent conflicts of the system, weak data compatibility, complexity of development and installment. The system fulfilled approval of forestry rights data quality check, forestry rights certificate register, automatic generation of the figures, output of dynamic report and concurrent multiple users operation. The software demonstrated that the expected objectives for the system were achieved. In a word, it was able to provide instantaneous precise information to the departments of forestry administration, and supported the operation platform of data disposal, data management and analysis and decision-making. The system reproduced the process of approval of forestry rights management, and improved the level of forestry rights management and service.
