| 摘 要： | 落实科学发展观，提高农业综合生产能力，促进农民增收，农业增效，是农业综合开发工作的出发点和落脚点。以泗阳县为例，就如何做好农业综合开发与高效农业的结合。提出了农业综合开发工作更好地服务、支持现代高效农业的发展思路和措施。

| Abstract: | The point of departure and basis of comprehensive agricuhural development is the implementation of scientific development through the improvement of comprehensive agricultural productivity. Taking Siyang county as an example, this paper discusses how to combine comprehensive agricultural development with high efficiency agriculture and presents some proposals for improving them. |
