| 摘 要： | 农业综合开发产业化经营项目的主要任务是通过对农业产业化龙头企业等经营主体的扶持，延长农业产业化链条，推进农业和农村经济结构的战略性调整，提高农业综合效益，增加农民收入。农业综合开发资金扶持农业产业化经营项目以有偿与无偿相结合为主要方式，通过对这种资金扶持方式的利弊分析．提出了保证资金偿还的具体措施。

| Abstract: | The main task of the industrialization project of comprehensive agricultural development is to extend the agricultural industrial chain, to promote strategic adjustment of agricultural and rural economic structure, to improve the overall agricultural efficiency and to increase farmers income by supporting the leading enterprises of agriculture industrialization and other trade entities. A combination of paid and unpaid is the primary way of comprehensive agricultural development funds to support agricultural industrialization projects. The specific measures are put forward to ensure repayment of funds by study on advantage and disadvantage of such mode. |
