| 摘 要： | 我国首都北京是资源能源匮乏、环境污染严重、生态脆弱的典型区域。为了保护其空间生态系统完整性、强化区域资源保护和减缓生态承载力，迫切需要加快首都国家公园建设。文中基于世界级城市群的视角，以北京为研究对象，聚焦国家公园建设存在的重数量轻质量、资源没有合理化利用、体制不够完善、投入不足等问题，从建设原则、治理体制、资金投入等维度提出首都国家公园建设路径。

| Abstract: | The capital city of Beijing is a typical area in shortage of resources and energy and with serious environmental pollution and fragile ecology. There is an urgent need to speed up the construction of the Capital National Park to protect the integrity of the spatial ecosystem, strengthen the protection of regional resources and alleviate the pressure on ecological carrying capacity. From the perspective of the World-class Urban Agglomeration, this paper takes Beijing as a case to discuss the problems arising in the construction of national parks, such as more emphasis on quantity than quality, unreasonable utilization of resources, imperfect system and insufficient investment, and then puts forward the specific path of the Capital National Park construction from the construction principles, governance system, capital investment and other dimensions. |
