| 摘 要： | 云南省具有建设成为全国重要木桨生产基地的比较优势。林纸一体化建设需要举全省之力,通力合作,做好产业发展规划和项目环评工作。林纸产业的发展,必须实现清洁生产。要采取认真落实《云南省林纸一体化发展规划纲要》中的环保措施;林纸基地要避开生态环境敏感区,注意承载力;全面落实排污许可证制度等措施,才能实现林纸产业的可持续发展。

| Abstract: | It is necessary to take great effort of the whole province to construct the integration of forest and pulping industry,as Yunnan has the advantage of becoming productive base of wood pulping with national significance.The industrial developmental plan and environmental evaluation of the project should be done well in the collaboration.And the development of forest and pulping industry should achieve sanitary production.We should pay much attention to the measures for environmental protection according to Outlines of Developmental Plan for the Integration of Forest and Pulping Industry of Yunnan Province,such as avoiding sensitive area in ecological environment,considering the carry capacity,overall implementing the institution of pollutant drainage license to realize the sustainable development of forest and pulping industry. |
