| 摘 要： | 藏区是藏民族集中居住的区域,包括西藏自治区和甘肃、青海、四川、云南4省的10个藏族自治州和2个藏族自治县,长期生活着藏族、汉族、回族、羌族等许多民族,具有特殊的政治地位,对国家稳定有重要影响。调查显示,在非均衡模式下,当前藏区存在经济发展相对落后;社会事业,如教育事业、医疗卫生、劳动就业、社会保障、科技事业、文化事业、体育事业、社区建设、旅游事业等发展相对滞后;区域文化与经济社会发展不协调,不能适应现代经济发展;藏区居民人均收入相对较低;就业困难等问题。这些问题在不同程度上制约了藏区的经济、社会发展,需要采取包容性增长策略,加快经济和社会事业发展,增加文化建设投入,采用藏区居民易于接受的形式,推动藏区文化的演进,保障藏区和平稳定。
