| 摘 要： | 在界定农村公共产品概念的基础上,分析了农村公共产品供给机制不合理的弊端：由于农村公共产品供给不足,造成农业难以发展,农村难以繁荣,农民难以富裕,更加拉大了城乡收入差距。进一步分析了农村公共产品存在问题的原因,一是国家财政用于农业的份额过低;二是农民游离于决策制度之外,使受益主体与决策主体不统一;三是农民并未完全享受＂国民待遇＂;四是农村缺乏规范的公共品选择和监督机制。从收益主体角度提出了完善农村公共产品供给的思路与对策：农村公共产品的供给要以增强农村的自我发展能力为重点;农民应主动参与公共产品决策的制定,消除＂失语＂现象的发生;农民应组织起来,自觉提高组织化水平;主动参加各种形式的农民教育,努力做到与政府的信息对称;村集体应设立村级预算,保证农村公共产品的供给。
