灰色聚类分析法在天然林资源保护工程社会影响评价中的应用

摘    要:结合河南省天保区的实际情况,提出河南省天然林资源保护工程社会影响评价方法和评价指标体系,运用层次分析法计算出各评价因子的权重值,根据河南省天然林资源保护工程社会影响评价指标实现值,进行灰色聚类,求得分指标灰类,计算出三角白化权函数σhn2=57.04,说明河南省天然林资源保护工程社会影响效益仍属于"一般"灰类;但σhn3=43.91与σhn2较接近,说明河南省天然林资源保护工程社会影响效益已开始由"一般"向"较强"过渡。

Abstract:Accounting the actual situation in Henan Province, methodologies and indicator system to evaluation social impact on natural forest protection project were introduced. The elements proportion value of evaluation factors were calculated by using analytic hierarchy process. According to the achievement of the social inlpaction evaluation indicators of the Natural Forest Protection Project in Henan Province assesed the index value for Gray Cluster. On the basis of seeking grey classification of evaluation indicators, triangle whiten fruction was calcflated. The triangle whiten function (σhn^2)was 57.04. It showed that effective social impact of natural forest resources protection project in Henan Province is still "general" category gray. But σhn^3= 43.91 which closed to σhn^2. It showed that effective social impact of natural forest resources protection project in Henan was transferring toward "stronger" .
