| 摘 要： | 立足于管理的基本原理,利用政府、研究机构、企业和农民四者之间的关系模型图,来理清在农作物秸秆利用活动中所涉及的人、事、物之间的关系;提出农作物秸秆利用活动的管理目标是增加农民收入、创造就业岗位和减少环境污染:建议对农作物秸秆利用活动进行规划引导、经济激励、引入市场竞争和法规约束;并初步估算了农作物秸秆利用的效益. |

| Abstract: | Based on management theory, the relationship cycle model is given to clear the relationship among the government, the institution, the enterprise and the farmer. The rules of people's activities of utilizing CRs and the management goals are discussed. The management methods of utilizing CRs are also suggested for the government, including conducting by plan, encouraging by money, competing in the mar- ket and controlling by rule, the available benefits are roughly calculated.
