| 摘 要： | 当前西南老工矿区的生态治理面临着生态环境破坏严重、产业生态化转型困难、治理理念较为落后、制度执行力度欠缺、体制机制转变不顺等困境。生态治理现代化是中国共产党顺应新时代历史方位所作出的战略选择,是构建中国式现代化话语体系的具体反映,而老工矿区生态治理关系到我国生态治理目标的实现。新时代推进西南老工矿区生态治理现代化需做到:坚持系统思维,提升生态治理整体效能;完善生态治理制度的配套措施,强化执行力度;构建公众参与机制,实现多主体参与治理;调整产业结构,促进生态环境与经济协调发展。西南老工矿区未来的高质量发展必须走出一条以制度建设为基础、系统思维为治理方法、人民立场为价值取向、多主体参与为治理格局的生态治理现代化道路。

| Abstract: | At present,the ecological governance of old industrial mining areas in southwest China is facing many difficulties,such as serious damage to the ecological environment,difficult industrial ecological transformation,backward governance concept,lack of system implementation,and unsmooth transformation of system and mechanism.Ecological governance modernization is a strategic choice made by the Communist Party of China to comply with the historical orientation of the new era and a concrete reflection of building a discourse system of Chinese modernization.Ecological governance in old industrial mining areas is related to the realization of China′s ecological governance objectives.Therefore,to promote the modernization of ecological management of old industrial mining areas in Southwest China in the new era,we must do the following:adhere to systematic thinking and improve the overall efficiency of ecological management;Improve the supporting measures of ecological governance system and strengthen the implementation;build public participation mechanism to realize multi-agent participation in governance;adjust the industrial structure and promote the coordinated development of ecological environment and economy.For the future high-quality development of old industrial mining areas in southwest China,we must walk out of an ecological governance modernization road based on system construction,system thinking as the governance method,people′s position as the value orientation and multi-agent participation as the governance pattern. |
