| 摘 要： | 笔者向广西省268个乡镇的扶贫助理、327个村的村干部发放调查问卷,分析贫困村干部对新农村建设影响因素的认识情况,发现乡村干部对新农村建设中的影响因素存在的分歧主要是在观念问题上,这为新农村建设中的干部管理提供了方向。研究中也发现,致富带头人能给村民带来新思想、新技术,具有广泛的带动示范效应。因而在新农村建设中,应通过多种途径提高农村的人力资本,鼓励在外打工、创业者回乡发展,给他们提供优惠条件,鼓励他们带领乡亲致富。对于乡村干部的教育、培训也应该加大思想观念创新指引,积极发展贫困乡村干群的集体智慧,促进贫困乡村新农村的大发展。

| Abstract: | The cadres in 327 villages and 268 poor assistants of towns and villages were investigated. Based on the questionnaire,the cognition situations on the influencing factors of the cadres in poverty-stricken village on new rural construction were understood.
