| 摘 要： | 文章结合海南省森林资源的现状和森林资源资产评估工作开展的现状,建立了海南省森林资源资产评估体系框架,包括三个方面:①森林资源资产评估政策体系。从海南省的森林资源资产评估的原则、范围、程序,森林资源资产评估的主体与准入制度,森林资源资产评估的技术操作规范和管理规范等方面提出了完善的措施和建议;②森林资源资产评估组织体系。提出了建立包括监管体系、服务体系、科研体系三个横向层面,在纵向上包括省和县二个层面的评估组织架构模式,在形式上包括协议评估、林业机构咨询评估、中介机构评估等多种评估方式;③海南省森林资源资产评估技术方法体系(略),可为海南省森林资源资产评估工作提供理论参考。

| Abstract: | on the base of the present situation,of the Hainan Province forest resource and the forest resources asset evaluation work development,has established the Hainan Province forest resources property evaluation system,including three aspects:(1) Forest resources property evaluation policy system.From Hainan Province’s forest resources property evaluation principle,the scope,the procedure,the main body which the forest resources property appraised with enters the system,aspect and so on technical operation standard and management standard which the forest resources property appraised proposed the perfect measure and the suggestion;(2) Forest resources property evaluation organization system.Proposed establishment including supervising and managing system,service system,scientific research system three crosswise stratification planes,in on longitudinal including province and county two stratification planes appraisal organization overhead construction patterns,in the form including the agreement appraised,the forestry administration officials appraise,the facilitating agency appraisal and so on the many kinds of appraisals way;(3) Hainan Province forest resources property evaluation technology method system(be omit).This research conclusion may provides the theory for the Hainan Province forest resources property evaluation. |
