| 摘 要： | 结合张家口地区自然、社会经济特点简要论述了退耕还林还草的重要作用,对当前退耕还林还草工作中存在的问题进行了分析,认为国家在实施退耕过程中必须同时考虑当地由退耕带来的经济社会等方面的问题,并相应提出了解决的对策建议.

| Abstract: | The effects of returning cultivated land to forests or grassland are described based on analyzing the special nature, society and economy of Zhangjiakou district. After analyzing the issues that reflected in the process of returning cultivated land to forests or grassland,it is thought that the government should think over the effects on economy and society. And some suggestions are put forward. |
