| 摘 要： | 党的十六大报告提出要统筹城乡发展。而长期以来，农村资本却通过各种渠道不合理地流向城市，从而制约着农村的发展。在市场机制作用下，资本趋利性会使外流更加严重。因此必须构建合理的城乡资本流动机制，才能统筹城乡发展。财政要通过立法和政策保障，通过税收、投资、各种补贴、转移支付等形式对农村“多予少取”；农村金融则要真正办成为“三农”服务的金融组织。

| Abstract: | The Communist Party's sixteenth congress suggested that cities and the rural should plan as a whole. However, capital from the rural has been flowing to cities through several channels irrationally, which has limited the development of the rural. With the propelling of the market-mechanism, the capitals' profit tendency makes the outflow of rural capital more serious. In order to change this situation, it needs to construct a rational system that will promote the capital flow between cities and the rural in a rational way. In fiscal, depend on the legislation and policy, it must be take some measures such as tax, investment, supplement, and transfer-offer so on to give more and take less in rural. In financial, it must be made to become an authentic financial organization for "San Nong". |
