| 摘 要： | 在处理当前我国经济社会发展与草原环境保护二者矛盾关系的理论与实践中,生态补偿在一定程度上是解决生态环境问题的有效手段,是实现区域环境友好、资源永续利用及经济-社会可持续发展的重要方式和途径。当前草原生态补偿存在诸多不可持续的问题,主要表现在政策的短视性、措施的盲目性、标准的随意性和效果的反复性方面,其主要原因在于缺乏长远的规划、理论研究滞后于实践以及政策执行的动力不足。
