| 摘 要： | 从新型农村社会养老保险(简称新农保)制度的具体概况出发,根据新农保制度的实施条件和目的,以新农保待遇水平设定及其养老基金管理为研究对象,分别从中央政府财政收入及支出情况、地方政府财政收入及支出情况、中央与地方政府在新农保补贴的比较、各地区的生活水平这4个方面进行对比,系统分析了新农保待遇水平的设定和养老基金的管理,最后提出改善新农保待遇水平和养老基金的管理的相关建议。

| Abstract: | According to the implementation condition and goal,taking the treatment level and pension fund management of new-type rural social pension insurance as the research objects,this paper compared the four aspects such as the situations of fiscal revenue and expenditure of central government,the situations of fiscal revenue and expenditure of local government,the comparisons of subsidy of new-type rural social pension insurance between central and local,the living standard of various regions,and systematically analyzed the setting of the treatment level and the pension fund management of new-type rural social pension insurance.Finally,the relevant suggestions were put forward to improve the treatment level and pension fund management of new-type rural social pension insurance. |
