| 摘 要： | 在总结退耕还林工程具有建设任务重、政策性强、参与部门多、操作复杂、涉及面广5个显著特点的基础上,分析了在退耕还林工程实施管理过程中与森林经营管理密切相关的规划布局、作业设计、检查验收、林权证发放、抚育管护、采伐利用、效益监测、档案管理8个环节,提出了加强基础数据工作,完善检查验收方法,开发和推广应用工程管理信息系统,研究采伐利用政策和技术4条提高退耕还林经营管理水平的具体建议。

| Abstract: | Program for conversion of cropland to forest has five significant features as follows: a.large amount of afforestation tasks, strong policies, participation of many departments,operational difficulties, and a board of coverage. Eight links are analyzed based on their close relationship with forest management in implementing and managing this program, i.e, planting and arrangement, afforestation design, inspecting and validation, certification of the forest land ownership, silviculture for seedlings and tendance, cutting and harvesting, benefit monitoring and archives tidying. It is suggested that we should collect basic data, improve the methods for inspection and acceptance, develop and spread the management information system,and study the policies and technology for cutting and harvesting in order to improve management for this program. |
