| 摘 要： | 生态公益林建设的资金来源一直依赖于政府的财政投入，如何吸引非国有资本投入到生态公益林项目的建设中，成为需要探讨的新课题。本文结合生态公益林建设的具体特点，提出把BOT、PPP、TOT、PFI等目前国际新兴的基础设施项目融资方式，应用到地方生态公益林建设项目中，以缓解财政资金投入压力，加快吉林省生态环境建设的步伐。
