| 摘 要： | 在村民自治的发展过程中,存在着种种误解,如:村民自治章程和村规民约是"法律";农民的自治热情不高是因为他们民主素质低;解决村委会和村党支部矛盾的方法是"两委一体化";村委会是村集体经济组织的"代理人".树立正确的村民自治观念,有助于保障村民自治权利的实现.

| Abstract: | In the developing process of villagers autonomy,there are many mistakes and misinterpretations.For example,villagers autonomous regulations and local rules are "the law",it is the low democratic quality that lead to peasants lacking of autonomous enthusiasm,"two committees integration"is the only solution to solve the contradictions between the village commission and the village Party branch,the village commission is "the agent"of the village collective economy organization.Setting up appropriate villagers autonomous ideas is favorable to guarantee the realization of villagers'autonomous rights. |
