| 摘 要： | 人事管理干部的基本素质，主要是指人事管理干部应具备的政治思想素质、文化业务素质和观念能力素质等方面。政治思想素质包括政治方向、立场、观点、纪律以及与之相联系的思想意识和思想作风；文化业务素质是指通过学习和积累而具有的文化科学知识、业务知识以及在此基础上形成的知识结构；观念能力素质主要表现为对客观事物的理性认识和从事管理活动的实际本领。人事管理干部应不断更新观念，提高能力，力求在实际工作中有创新之举。

| Abstract: | The basic qualities of personnel managers mainly refer to the managers' political ideological quality, educational and professional quality and the quality of concept ability. The political ideological quality means political orientation, political stand, political point of view, political discipline and political idological consciousness and style; the educational and profssiond quality means edueational and scientific knowledge, professional knoledge and the structure of former knowledge; the quality of concept ability mainly mainifests their rational knowledge ot objective things and the actual ability to engage in the managements.The personnel managers should always renew their concept, improve their abilities and try to bring forth new ideas in the actual work. |
