| 摘 要： | 寒地黑土是一种适宜农耕的高肥力土壤,是稀缺、存续相当脆弱,不可再生的战略性资源。黑龙江省绥化市位于我国寒地黑土的核心区域,目前水土流失严重,土壤有机质降低、物理性状恶化,环境污染日趋严重。必须认真采取、落实国家颁布的相关法律法规,改革寒地黑土产权制度,推广适用技术,大力发展绿色农业,强化生态环境保护等措施,保护这一涉及国家粮食安全的战略资源,做到持续利用。

| Abstract: | Frigid black soil is one kind of fertile soil,which is sparse,fragilek,non-renewable strategic resources.Suihua City in Heilongjiang province is located in core area of Frigid Black Soil.At present,the problem of soil erosion,organic soil quality lessening,physics properties getting worsen,environmental pollution is getting graveness with every passing day.States must seriously implement the relevant laws and regulations to reform the property rights system in Frigid Black Soil,promote the applicable technology,vigorously develop green agriculture,strengthen the ecological and environmental protection and other protection measures.These were involved in strategic resources of national food security for the sustainable development. |
