| 摘 要： | 牛是宋代最重要的生产资料之一，不但是“农耕之本”，亦是军工原料的重要来源，对社会经济影响巨大，为历代统治者所重视。在宋代，人口与土地数量都有较大发展，对耕牛需求量巨大，由于战乱、瘟疫等天灾人祸不断，耕牛多数时期供应比较紧张。为发展农业，安抚民众，稳定统治，因而宋代统治者非常重视耕牛问题，采取一系列措施来扶持农户养牛和保护耕牛，努力促使耕牛在农户中普及，做到“耕者有其牛”，并取得一定成效，基本保证了农业对耕牛的需求，使耕牛在农户中普及，为宋代农业生产发展创造了一定基础。

| Abstract: | In ancient China,cattle was one of the most important material of production.In the Song dynasty,with the growth of population and development of land,the demand for cattle was more and more bigger.In order to develop agriculture and stabilize the sociaty,the govermnet had taken a series of measures to support farmers raiseing cattle and protect cattle. Through these measures,the government's aim to develop agriculture was achieved. |
