| 摘 要： | 四川丘陵地区水资源供需矛盾十分突出，水资源紧缺已成为该地经济发展的严重制约因素。笔者围绕实现水资源合理开发利用和提高水资源利用效率，从降水量、水资源量和水质3个方面分析论述了四川盆地丘陵区水资源现状，并从水利工程现状、可供水量、水资源供需状况等方面分析了水资源开发利用程度，指出了当前该区水资源开发利用存在的问题，从积极开源、节约用水、水环境保护、加强水资源管理等方面，提出了促进水资源可持续开发利用的对策。

| Abstract: | The contradiction between the supply and demand of water resources became more and more obviously in hilly region of Sichuan, and what's more, the shortage of water resources had already become the main factor, which restricted the development of local economy. In order to develop and utilize water resources reasonably and improve its utilization efficiency, the paper, analyzed and discussed the present situation in the hilly region of Sichuan Basin from three aspects: the amount of precipitation, the quantity of water resources and water quality. Furthermore, the development and utilization extension of water resources was analyzed from the present situation of hydraulic engineering, available water supply and the supply and demand situation of water resources, etc. As a result, the existing problems of the present utilization of water resources were pointed out, and then several countermeasures which could promote the sustainable utilization of water resources were put forward, such as broadening water resources positively, water saving, water environment protection and strengthening water resource management. |
