| 摘 要： | 中国农户数量众多，农业经营的多样化特点突出。由于不同农户存在地区差异、耕地面积和地块数量的差异、种植作物品种的差异以及农户自身经营行为的差异，补贴政策要有所区别，体现出针对性。通过静态分类补贴可以拉开对不同类型农户的补贴标准，提高农户粮食生产的积极性；而借助动态分类补贴则可以关注农户经营过程中的量变与质变，更好的服务各类农户。同时，为科学配置补贴资源，应建立静态补贴和动态补贴之间的有效转化通道，充分发挥补贴政策引导农户增产增收的作用。

| Abstract: | Chinese rural households are numerous, stand out. Agricultural subsidies are different and and the features of agricultural management diversification targeted due to regional differences, cultivated land area and plots difference, and the differences between the planting crop varieties and farmers own management behavior differences among farmers. The enthusiasm of rural households＇ food production could be improved by static classification subsidies, which differs the subsidies standard of various rural households＇. And with the aid of dynamic classification of subsidy, quantitative change and qualitative change in the process of households＇ management are focused and better services are offered to all types of farmers. In the meantime, effective transformation channel between static and dynamic subsidies shall be established for scientific configuration of subsidies and giving full play to the role of the subsidy policies in guidance rural households to increase production. |
