| 摘 要： | 循环经济是调结构、转方式的有效路径.推动循环经济发展,既有惩罚性的约束政策,又有利益诱导性的激励政策,才能收到事半功倍的功效.鉴于中国约束政策较健全但激励政策不足的现实,文章灵活运用激励政策并且以立法的形式对激励政策加以完善,有利于循环经济的发展.

| Abstract: | Circular economy is the best way to adjust the structure.Promote the development of circular economy,both punitive restraint policy,but also induced the interests of the incentive policy can have a multiplier of effectiveness.Foreign country concern on restriction of elephants,but the lack of motivation policy.If we flexible use of this incentive policy and in the form of legislation to protect the incentive policy is conducive to promotion recycling economy in the nationwide. |
