| 摘 要： | 从理论上讲,"条例"基本上解决了信息创造者、信息传播者和信息使用者三者之间的利益平衡,但是图书馆合理使用范围的缩小与创造者权利保护过大,使图书馆特别是公益性图书馆在开展信息服务时受到阻碍.本文将重点讨论在"条例"的规制下如何寻找适合于图书馆信息资源共享的途径和方法.

| Abstract: | In theory,"Information Network Dissemination Power Protection Rule"(the Rule) has basically solved benefit balances between the creators,propagators and users of the information.But the decrease of the library reasonable use and the increase of the creator right protection hindered the library information service.This paper has focused on how to seek the suitable way and means of the library information resources sharing under "the Rule". |
