摘    要:我国31个省市区1997—2018年面板数据的空间杜宾模型分析表明:就全国而言,环境规制对农业经济可持续增长的直接影响效应呈现"U"型,环境规制与农业科技创新对农业经济增长的影响存在协同性,农业科技创新的空间溢出效应为正;我国非粮食主产区环境规制政策的直接效应和间接效应均高于全国水平;粮食主产区的环境规制和农业科技创新对农业经济增长的直接影响效应为正,但农业科技创新的间接影响效应为负,环境规制与农业科技创新协同溢出效应显著为正。基于此,提出完善我国农业科技创新体系、强化环境规制力度、实施差异化发展、加强人力资本积累等政策措施。

Abstract:Using the spatial Durbin model, this paper analyzes the panel data of 31 provinces and cities in China from 1997 to 2018. The result shows that:at the national level, the direct effect of environmental regulation on the sustainable growth of agricultural economy shows the U shape. The effect of environmental regulation and agricultural technological innovation on agricultural economic growth is synergistic, and the spatial spillover effect of agricultural technological innovation is positive. The direct and indirect effects of environmental regulation policies in non-major grain producing areas are higher than the national average in China. The direct effect of environmental regulation and agricultural technological innovation on agricultural economic growth is positive in main grain producing areas, but the indirect effect of agricultural technological innovation is negative. The synergistic spillover effect of environmental regulation and agricultural technological innovation is notably positive. Based on this, some suggestions on policy-making are put forward, such as improving agricultural technological innovation system, strengthening environmental regulation, implementing differentiated development and enhancing human capital accumulation.
