| 摘 要： | 目前,旅游业的已经成为国民经济发展中的重要产业,而旅游业的发展需要外部资金的支持,因此能否吸引外来资金是一个关系旅游业能否可持续发展的重要问题。本文将多指标综合评价方法和层次分析法结合起来,对陕西省十个地市的旅游业投资环境进行了评价。在这一过程中,首先根据评价目标选取评价因子并构建评价体系,包括1个总目标层、5个指标类、11个指标组、33个指标项。将从有关部门收集的数据进行标准化处理,并利用层次分析法确定个指标的权重,最后计算得到十个地市的综合评价值。结果显示,西安的旅游投资环境最好,商洛最差。西安的各项指标的分值均明显高于其他地市,说明其吸引投资的能力最强。而其它地市各有优劣之处,建议在今后的发展中继续发挥优势,并改善劣势,从而改善旅游投资环境。

| Abstract: | Now,tourism becomes an important industryin economic development,whose development need the investment from the outer of the place it belong.So that if a place can appeal the investment is an importantproblem affectingits sustainable development.The article combines the multi-criterial comprehensive evaluation method and AHP to evaluate the investment environmentof tourism of ten cities in Shaanxi province.Firstly the authors pick up the evaluating indexes in according with the evaluating aim and build the system of the indexes,including one aim,five kinds of indexes,eleven groups of indexes and thirty-three items of indexes.The article counts the value of comprehensive evaluation of every city by standardizing the data collected from some departments and deciding the weight of indexes by AHP.The result shows that Xi'an's the investment environment of tourism is the best and Shangluo's is the worst.Xi'an's value of every indexes are obviously higher than other cities',which indicates that its ability of appealing investment is the best.But other cities have different goodqualities and low qualities,so theauthors suggest that in futureevery cities should continue to extort its good qualities and changesits low qualities in order to improve its investment environment of tourism. |
