| 摘 要： | 陕西省渭南地区以提高生产力和社会经济效益为标准,立足“兴林致富”,面向基层,服务到山、到林、到户;兴办林技综合服务经济实体,为林业生产经营全过程服务;共担风险,有计划开展有偿服务;依靠社会拓宽服务领城,增强林业发展后劲,提高技术经济效益。林技服务体制改革是复杂的系统工程,涉及经济、政治、社会、科技、教育各方面,为了深化改革,本文针对性的提出若干对策。

| Abstract: | Describes the effective measures taken in system reform of forest sci-entfic and technical servies at Weinan District. The auther claimed that system reform is a complex system approach as it correlated to political, economical, social, scientfic, technical and educational phases. Several proposals to propel the system reform are given. |
