农业科技创新能力评价的理论模型探讨

摘    要:在对科技创新能力评价模型简要综述的基础上,提出以科技创新的链环—回路模型作为评价农业科技创新能力的依据,并根据链环—回路模型理论分析了该理论对农业科技创新能力评价的启示,构建了把农业科技研发能力、农业科技示范能力、农业科技推广产业化能力和科技创新环境有机结合起来的农业科技创新能力评价模型,特别强调了用调节系数来修正瓶颈环节和农业科技创新环境对农业科技创新能力评价的影响。

Abstract:Based on a brief overview of the evaluation model of science and technology innovation ability,this paper presents the Chain-Linked Model of science and technology innovation as an basis for evaluating the capacity of agricultural science and technology innova-tion.Then,it analyzes the inspiration from this theory for evaluating the capacity of agricultural science and technology innovation.This paper constructs an evaluation model on agricultural science and technology innovation ability,which integrates organically the capabili-ty of agricultural science and technology RD,the capability of agricultural science and technology demonstration,the capability of ag-ricultural science and technology promotion and industrialization and the environment of agricultura science and technology innovation.It emphasizes specially on using adjustment coefficient to fix the influence on the evaluation of agricultural science and technology inno-vation ability caused by the bottlenecks and the environment of agricultural science and technology innovation.
