| 摘 要： | 在海西发展的新时期,乡村文化精英作为乡村再造的人力资源基础,是乡村发展的关键因素。针对乡村文化精英的流失和农村人力资源再造的现实冲突,坚持乡村文化精英培育的可持续性,急需理顺若干问题,在政策和技术层面先行先试,鼓励乡村能人返乡并创造良好的系统综合环境,并挖掘乡村文化精英资源,打造文化扶贫产业,全方位提升民生质量。

| Abstract: | In the new period of development of the economic zone on the west side of the Straits,rural cultural elite,as the human resource base of rural reconstruction,is a key factor in rural development.To resolve the conflict between the loss of rural culture elites and rural human resources reconstruction,adhere to the sustainability of rural culture elites bring-up,we must correctly handle a number of relations,a good grasp of the unity and uniqueness,and realize the effective combination of first demostration and comprehensive promote.Antecedence and foretaste at the policy and technical level,nurturing the cultural farmers and promoting the rural hotshots to return home,to create a good cultural ecological environment,and giving the full reality to the cultural poverty alleviation,for the effective realization of cultural enrich. |
