| 摘 要： | 从安徽省现阶段土地征收的政策出发，对其程序、作用、缺陷进行了初步分析，在此基础上，通过大量的实例对目前安徽省土地征收的前期阶段、报批阶段和批后实施管理阶段的执行态势进行了论证，并对征地、报批费用预存制度进行了探索，从实证中分析指出安徽省土地征收执行程序中的不足并得出结论，提出政策建议。

| Abstract: | After a preliminary analysis of the procedure, functions and flaws of land expropriation policies of Anhui Province, the paper discusses through many cases the land expropriation procedures in different stages such as preliminary stage, submission- for- approval stage and execution stage, and explores the land expropriation system and cost prestore system as well. The paper concludes with pointing out the flaws in the execution procedure of land expropriation in Anhui Province and putting forward some suggestions accordingly. |
