| 摘 要： | 土地流转已成为实现农业现代化和促进新农村建设的时代命题。合肥土地流转的实际状况如何，约束土地流转的因素有哪些,如何引导土地流转积极稳妥合理地朝前发展，值得关注。通过对合肥市土地流转状况的概括，剖析了当前土地流转存在的一些问题以及原因，进而提出有针对性的政策建议，从而实现土地流转对土地经营效率提高的预期功能。

| Abstract: | Land circulation has become a proposition of the time concerning the realization of agricultural modernization and rural development. So it is worthwhile examining the actual status of land transfer in Hefei, exploring the factors binding its progress and discussing howto carry out the work in a rational and steady way. Based on a summary of the status of land circulation in Hefei city, the paper analyses the problems existing in land transfer and the related causes, and then presents targeted policy proposal, thus to achieve the expected function of land transfer to improve the efficiency of land management. |
