摘    要:在对现行地表水资源可利用量计算方法作出分析的基础上,提出了用于计算地表水资源可利用量的新方法.地表水资源可利用量为地表水总量与不可利用量之差,其中不可利用量分为河道内生态环境用水量和汛期弃水量.非汛期的最小基流量作为生态环境用水量,汛期的弃水量一部分作为生态径流量,另一部分为难利用水量.弃水量用分析确定的弃水系数计算.应用结果表明,本方法比较合理可行.

Abstract:This paper presented a method for calculating quantity of available surface water based on evaluation of other presently usable methods. Difference obtained by subtracting amount of unavailable surface water from that of total surface water corresponds to the available portion. Unavailable water is composed of ecological runoff and discardedwater in flood season. Least basic flow in non-flood season turns to ecological runoff. A part of the discardedwater serves as ecological runoff in flood season and the other part is unmanageable water. The calculation of discarded water is based on discardedwater coefficient. Reasonableness of this method has been proved by our investigation in various regions.
