| 摘 要： | 经过近40年的发展,安徽省已建立省级以上森林公园81处。但森林公园保护与发展的现实矛盾冲突和历史遗留问题也逐渐凸显,主要表现在不同类型保护地之间交叉重叠、森林公园保护与发展之间存在矛盾冲突、森林公园批复面积与矢量面积存在误差。森林公园整合优化需遵循"因地制宜,科学评估;尊重事实,规范整合;合理调整范围,避免森林公园斑块严重破碎化"等原则,多措并举,妥善解决历史遗留问题,建立健全生态保护补偿机制,编制总体规划加强森林公园管理,从而推动安徽省森林公园更好更快更健康发展。

| Abstract: | After nearly 40 years of development, 81 forest parks on or above the provincial level have been established in Anhui Province. However, the actual conflicts between the protection and development of forest parks, with the long-standing unresolved problems, loomed large gradually, including the overlap between different types of protected areas, the dilemma between accelerated development and environmental preservation, and the error between the approved area and the vector area of the forest parks. To solve these conflicts and problems, the integration and optimization of forest parks are necessary, which require adherence to the following principles:adapting measures to local conditions and evaluating scientifically, factualism and standardizing integration, adjusting the scope rationally and avoiding serious fragmentation of forest park patches. More specifically, we should take multiple measures to properly solve the long-standing unresolved problems, improve ecological protection, establish compensation mechanisms, and design a master plan to strengthen the management of forest parks, thus promoting the better, faster and healthier development of forest parks in Anhui Province. |
