摘    要:论述了人力资源的概念与特征,通过分析高校图书馆人力资源管理现状.进一步从树立"能本管理"的新理念;建立、健全科学合理的人才引进机制和流动机制;建立科学的人才激励机制;建立科学的绩效考核体系;加强继续教育,建立人才培养机制5个方面提出了构建高校图书馆人力资源管理新机制的对策.

Abstract:The paper has expounded the concept and characteristic of the human resource.Through analyzing the current situa-tion of human resources management of the university library,the paper has further uphold new concept of "Ability-based Management." The paper has put forward countermeasures to construct the new mechanism of human resources management in university libraries in order to establish and perfect scientific and rational talent import mechanism and their circulation sys-tem,establish encourage mechanism for talent people,establish scientific performance examination system,strengthen contin-ued education,establish talent training mechanism.
