| 摘 要： | 海南是我国最大的经济特区,又是我国的生态大省,有着非常稀缺的热带资源优势和良好的生态环境,是生活、度假、生产无公害农产品的好地方。然而,海南经济起步晚,经济基础非常薄弱．经济总量不大,农业和农民占整个国民经济和人口的比例较大。与全国其他地区相比,解决海南的“三农”问题有着非常特殊的意义和相对较困难的方面。针对海南的特殊性,本文提出从两个层次统筹发展来解决海南“三农”问题的思路,并提出几点具体的对策建议。

| Abstract: | Hainan plays a special role in China's economy. First, because it is located in the tropics and it produces about 25% of total national consumption of natural rubber. Second, it is the largest of the five Special Economic Zones(SEZ)in China. It is also the region with the best ecological environment quality in China. Now Hainan is becoming an international zone for tourism. Agriculture plays a very important role in Hainan's economy and contributed over 35% to total GDP in 2002. Rural population takes a majority in total population of Hainan. The rural development plays a very important role for realizing the social development goal of Hainan as well as the national development goal of China. The inequality and unbalance between rural and urban, farmer and nonfarmer, agriculture and nonagriculture are widened in the recent years. The problems dealing with the agriculture, rural area and farmer that are specially named by the agriculture, rural area and farmer problems in China have become a major limitation in the rural social and economic development. So this article analyzed the major problems and reasons of the agriculturele, rural area and farmer problems in Hainan Province and gives some policy suggestions to solve these problems. |
