| 摘 要： | 运用经济学理论分析农业机械化作为制度安排的外部性，研究其扶持政策的作用机理和科学基础。根据新古典理论，分析了对农业机械化实行庇古政策的理论机理。根据新制度理论，从产权分析着手，证明农业机械化是公共物品和私人物品的综合体。结论是：政府必须坚持对农业机械化的支持．组合应用庇古补贴政策和外部性产权政策是实现帕累托最优的必然选择。

| Abstract: | In the light of economic theory, the externality of agricultural mechanization is analyzed, and accordingly the mechanism and scientific foundation of the support policy of agricultural mechanization are studied. The neoclassical theory is used to analyze the mechanism of taking Pigon policy to agricultural mechanization. Based on the new institutional economics, agricultural mechanization has been proved to be the systemization of public goods and private goods through the analysis of property rights. The conclusion is that, it is necessary for the government to stick to support agricultural mechanization, and the combined application of Pigon subsidy policy and externality property rights policy is the necessary choice to realize Pareto optimum. |
