| 摘 要： | 在对农村土地流转的概念进行了梳理和界定的基础上,论述了农村土地流转的现实必然性,土地流转是推动农业规模化经营,提高生产效率的必然要求;为增加农民收入,缩小城乡差距提供了契机;是实现农村剩余劳动力转移,促进城市化进程的基础。分析了当前农村土地流转中存在的主要问题：法律法规不明确,农村土地流转缺乏相关保障;农村社会保障体系不完善,无法解除农民土地流转的后顾之忧;农民群众和地方政府受传统思想观念的制约,土地流转政策执行难;制度建设相对滞后,农村土地流转市场发育不成熟。对农村土地流转中的政府作为提出了相应的建议：制定相关行政法规,完善农村土地流转的政策体系;健全农村社会保障体系,解除农民土地流转的后顾之忧;转变地方官员的思想和作风,引导农民形成科学的土地流转观;大力推进制度建设,积极培育农村土地流转市场。

| Abstract: | On the basis of clarifying and defining rural land transfer,the necessity of rural land transfer is analyzed.Land transfer is necessary in terms of promoting agricultural scale operation and improving produciton efficiency;proving opportunities for narrowing urban and rural gap;realizing rural surplus labor transfor and facilitating urbanization.Major problems in the exsiting rural land transfer are anaylized:unclear laws and regulations and a lack of relevant legal protection;imperfect rural social security system which can not solve farmers'worries after land transfer;farmers and local governments are restricted by traditional ideas which makes it hard to carry out the land transfer policies;rural system construciton is relatively backword and the rural land transfer market is immature.Countermeasures on the governmental behaviors in rural land transfer are put forward: stipulating relevant administrative laws and regulations and perfecting the political system of rural land transfer;perfecting rural social security system and solving farmers' worries after land transfer;changing the ideas and working style of local officials and leading farmers to form the scientific land transfer outlook;viogrously promoting the contruction of system and positively cultivaing rural land transfer market. |
