| 摘 要： | 外资种业具有资本优势、人才优势、研发优势等多种优势,在推动国内种业发展的同时,也对我国农业发展构成了潜在威胁。我国种业竞争力低、种业市场混乱,缺乏与外资种业抗衡的能力。种业发展关系到国家粮食安全,只有壮大民族种业,培育自主知识产权品牌,才能从根本上保障我国种业安全。国家应从准入制度设置、知识产权保护、科研体制改革等方面入手,进一步扶持和保护国内种子企业,以促进国内种业的健康发展。

| Abstract: | Foreign-funded seed industry which occupies many advantages,such as capital advantage,personnel,R & D strengths and so on,is potentially threatening China's agricultural development even though it promotes the development of domestic seed industry at the same time.The lower competitiveness of China's seed industry and the disordered seed market weakened its capability to compete with foreign seed industry.The development of seed industry is related to national food security,therefore,only by improving and developing national seed industry,cultivating our own intellectual property brand,can the safety of our seed industry be fundamentally protected.In order to further support and protect domestic seed companies as well as to promote the healthy development of domestic seed industry,the state should take some measurements,such as establishing an accessing system,protecting intellectual property and reforming scientific research system,etc. |
