| 摘 要： | 西汉农业诏书及其所反映的农业政策可分为六个时期。农政主要包括:颁布劝农诏,鼓励农业生产;减免租赋,与民休息;振贷贫民,促进农业生产的恢复;皇帝倡导节俭,躬耕藉田,以劝农天下;建立完善的农业管理体系等内容。这些政策促进了国家农本思想形成、农业技术推广,以及农业经济繁荣,并成为封建社会农政的基本模式,使以农立国的传统正式形成。

| Abstract: | The imperial edicts on agriculture in Western Han Dynasty and the reflected agri- cultural policies can be divided into six periods including encouraging the peasants to increase agricultural production, cutting rent and tax, relieving the poor to regain agriculture produc- tion, promoting the virtue of thrift and advising the people to till the land with emperor＇ s cultivating and establishing a perfect administrative system on agriculture. These policies promoted not only the formation of agriculture-oriented ideology but also the popularization of agricultural techniques and prosperity of agricultural economy. As a result, they became the basic pattern for agricultural policies in the feudal society, the agriculture--oriented tra- dition being established. |
