| 摘 要： | 目前,我国新一轮土地利用总体规划修编正在如火如荼地进行。基于此次土地利用总体规划修编大背景下,首先运用"沟通式规划"的相关理论,分析了当前我国公众参与土地利用规划的现状,其次指出公众参与土地利用规划存在的问题,最后以乡(镇)级土地利用规划为例,提出解决方案,即公众参与土地利用规划在有中国特色的社会主义市场经济条件下如何得到较好的实践,将为公众参与我国土地利用规划的编制和实施提供参考。

| Abstract: | The new round of China′s general land use planning is now being carried out.This paper was based on the background of China′s general land use planning.Firstly,applyzed the theories of "communicative rationality",and then analyzed the current situation of China′s public participation in land use planning of the present situation and the existing problems.Finally,the purpose of this paper was to contribute to the revision of land use planning in public participation and a case study at village level,and come to the results of how to put public participation in land use planning into practice in the situation of building a socialist economy with Chinese characteristics.This paper will benefit public participation in preparation and implementation of land use planning. |
