| 摘 要： | 水权及其非排他性与排他性、外部性、经济性、可分离性、竞争性等特征与水权管理、水权优化配置有密切联系，依据水权特征，建立初始水权配置的随机相关机会多目标规划模型，以处理水权配置中水资源、需水等随机性变化特征量对规划决策的影响，并通过基于随机模拟的遗传算法计算出水权分配的优化决策变量。 |

| Abstract: | water right and its non-exclusive and exclusive character, exterior character, economy charac-ter, separability and rivalrousness were closoly retated to management of water right and the water right optimum allocation. According to water right's characteristic, the article establishes the random-corre-lated multi-objective programming model of urban-initial water right allocation and resolves the prob-lem that the planning and decision is influenced by the random characteristic variation such as water re-sources and water consumption and calculates the decision variation of water right optimum allocation on the base of the random simulate genetic algorithm. It is proved that the established model and calculat-ing method is feasible. |
