| 摘 要： | 作为连接自然生态系统和人类社会粮食安全的重要纽带,耕地保护生态补偿机制逐渐成为国际生态学、地理学和管理学等学科的研究热点和前沿。建立科学合理的耕地保护生态补偿机制,保障耕地生态功能的稳定持续供给,是解决耕地保护外部性内部化的重要途径。本文将多元化、市场化的耕地保护生态补偿机制构建作为最终目标,通过厘定耕地保护生态补偿的概念内涵,对耕地保护生态补偿的理论基础、利益主体、补偿标准、区域协调内在机制等进行了系统梳理。耕地生态系统具有供给、调节、支持和文化等4个方面的服务功能,功能决定价值。然而,耕地保护生态补偿机制研究主要存在有耕地保护生态补偿理论基础体系尚未完善;耕地保护生态补偿研究方法较传统,缺乏模型创新;区域补偿协调度较低等问题。基于此,今后研究中应注重构建"功能识别—供需分析—区域调剂—区内补偿—长效政策"理论分析框架;加强对耕地保护生态补偿的研究方法及其模型的创新性研究;构建"省—市—县"三个层级的耕地保护生态补偿区域协调机制等几个方面开展研究。

| Abstract: | As an important link between natural ecosystem and food security in human society, the ecological compensation mechanism of farmland protection has gradually become a research hotspot and frontier in the fields of international ecology, geography and management. Establishing a scientific and rational ecological compensation mechanism of farmland protection and ensuring the stable and continuous supply of farmland ecological function are important methods to solve the internalization of farmland protection. To finally establish a diversified and market-oriented ecological compensation mechanism of farmland protection, this paper tries to define connotation of ecological compensation for farmland protection and to systematically review the theoretical framework, main body of interest, compensation standard and internal mechanism of regional coordination of farmland protection ecological compensation. Results show that there are four service functions of farmland ecosystem: supply, regulation, support and culture. However, there are some problems in current research about the ecological compensation mechanism of farmland protection. The basic research system is not complete and research methods are more traditional and lack of innovation. Therefore future research should focus on the following directions: to construct the theoretical analysis framework of functional identification, to develop some supply and demand analysis models with regional adjustments, to reform long-term regional compensation policies, to strengthen and innovate the research method of ecological compensation of farmland protection, and to construct a regional coordination mechanism for ecological compensation of farmland protection at three levels of provincial-city-county. |
