| 摘 要： | 在新农村建设中明确政府与农民的角色定位,让政府与农民各得其所,各展其能,这对于扎扎实实推进新农村建设至关重要。根据历史唯物主义基本原理,新农村建设应以农民为主
体,充分发挥农民的主体作用,这是新农村建设的动力之源。但强调农民的主体地位,并不
意味着就可以忽略政府的主导作用。加强政府对新农村建设的组织、领导、协调,是有利有
序有效推进新农村建设的根本保证。

| Abstract: | In the new building of a new countryside, rural farmers and the government role are clearly defined, to realize their full potential.This is essential for building a new countryside down-to-earth manner.According to the basic tenets of historical materialism, the newfarmers as the mainstay of rural construction should fully play the main role.This is a new source of the driving force for rural construction. But the mere emphasis on the dominant position of farmers does not mean we can ignore the leading role of the government. Strengthening the building of a new countryside, leadership and coordination will be advantageous to the fundamental order to ensure the effective implementation of the newrural construction. |
